Prof. Dr. Laura Münkler
Chair of Public Law and Philosophy of Law
Prof. Dr. Laura Münkler's research work lies at the intersection of public law, legal philosophy, and legal theory. Since October 2023, she has held the Schlegel Chair of Public Law and Legal Philosophy at the University of Bonn. Her research and teaching focus on the fundamentals of the democratic constitutional state, in particular the relationship between expertise, political decision-making, and legitimacy, as well as issues of health and administrative law. In addition to her university work, she is involved in scientific and political committees, including the Government Commission on Hospital Structure Reform and the Advisory Board of the Independent Patient Advice Service.

Publications
Prof. Dr. Laura Münkler publishes on a wide range of constitutional law and legal philosophy issues. Her most recent publication is a lecture on constitutional law in which she examines the relationship between administration and political decision-making. Her current research focuses on the conditions of a democratic constitutional state.
Vita
Laura Münkler, born in Friedberg (Hesse) in 1985, studied law at Humboldt University in Berlin, where she also worked as a research assistant until 2012. She passed both state law examinations in Berlin (2009, 2011) and received her doctorate in 2014 from Ludwig Maximilian University in Munich with a thesis on health law. She habilitated at LMU Munich in 2020 with a thesis on "Expertocracy: Between Rule by Knowledge and Decisionism". This was followed by professorships in Greifswald (2021–2022) and Würzburg (2022–2023), before she took up the Schlegel Professorship for Public Law and Legal Philosophy at the University of Bonn in October 2023.
