Development of a robust legal framework for a shared data space for the Centre for Integrated Oncology Aachen, Bonn, Cologne and Düsseldorf

As part of a three-year research contract with the CIO-ABCD consortium, the ZMDT has been entrusted with the legal assessment and the legal and conceptual design of a joint data room for the CIO-ABCD.
Project duration: February 2026 - January 2029
The ABCD Centre for Integrated Oncology is a centre of oncology excellence funded by German Cancer Aid, in which the oncology centres at the university hospitals in Aachen, Bonn, Düsseldorf and Cologne work together on treatment plans, operate a joint clinical trials register and coordinate their research activities, amongst other things, in order to provide even better care for patients.
Objective
The joint CIO-ABCD health data repository is intended to enable and strengthen the efficient exchange of clinical data between university hospitals in a manner that complies with data protection regulations. The establishment of such a joint data repository is a key element of modern, data-driven medicine.
The aim of the ZMDT’s scientific project work is to examine the legal framework provided by the General Data Protection Regulation (GDPR), the Federal Data Protection Act (BDNG) and the Health Data Use Act (GDNG), as well as the provisions of state data protection law, under which clinical data from oncological care can be used and transferred more effectively and in compliance with the law, both for scientific research and for the improvement of patient care.
