Born in Darmstadt in 1963. Legal studies in Cologne. First state examination in 1988. Doctorate in 1991 at the University of Cologne and research associate at the Federal Constitutional Court (Bundesverfassungsgericht). Habilitation in 1997 at the University of Cologne with the habilitation thesis "Die Aufnahme neuer Staaten in die Völkerrechtsgemeinschaft". Acting professor, then professorship for public law at Ruprecht-Karls-Universität Heidelberg (1997/98); Institute of Public Law, Public International LAw and Philosophy of Law at Friedrich-Alexander-Universität Nürnberg-Erlangen (1998-2002). Professor for Public Law at Rheinische Friedrich-Wilhelms-Universität Bonn since 2002. Director of the Institute of Canon Law since 2016.
