Interview with Professor Talmon on South China Sea Arbitration
On 4 July 2016, Professor Talmon gave an interview to China Central Television's English language World Insight programme on the South China Sea Arbitration. In a 15 minute one-on-one interview with anchor Tian Wei he discussed the Tribunal's jurisdiction to hear the disputes in the South China Sea, the establishment and composition of the Tribunal and the way ahead for the settlement of the disputes between the Philippines and China.

Seminar im WS 2016/17: Die Macht des gesprochenen Wortes
Im Wintersemester 2016/17 veranstaltet Professor Talmon ein Seminar zum Staats-, Europa- und Völkerrecht. Anknüpfend an den Fall Böhmermann soll es dabei um "Die Macht des gesprochenen Wortes - Freiheit und Grenzen der Meinungsäußerungs- freiheit" gehen.
Das Seminar wird als Blockveranstaltung am 28./29. Oktober 2016 abgehalten.
Die Vorbesprechung zum Seminar findet am 4. Juli 2016 um 18 Uhr s.t. in der Bibliothek des Instituts für Völkerrecht (Ostturm, 4. OG) statt.

Institute says farewell to this year's BYU externs
Members of the Institute on 30 May 2016 had to say farewell to this year's student externs from Brigham Young University (BYU) Law School. Catherine Mumford, Shelby Thurgood and Brynn Wistisen spent four weeks at the Institute researching questions of public international law. The Institute has been providing externship opportunities for law students from the United States of America for the last four years. Students come for periods between four and six week to train their research skills and learn more about public international law.
Lecture by Professor John Quigley
On 18 May 2016 the Institute was delighted to welcome Professor John Quigley from the Moritz College of Law, Ohio State University. Professor Quigley spoke to a packed audience on "Consular Law Rights in Death Penalty Prosecutions in the United States". A world-renowned authority on the international law of consular practice, Professor Quigley represented the European Union in death penalty cases before the U.S. Supreme Court. Before the talk Professor Quigley kindly agreed to meet members of the Institute over coffee to discuss current issues of international law.

Das Institut gratuliert Nils Börnsen zum erfolgreichen Abschluss der Promotion
Am 2. Mai 2016 schloss Nils Börnsen, langjähriger wissenschaftlicher Mitarbeiter am Institut für Völkerrecht und heute Referent beim Bundesministerium für Wirtschaft und Energie, seine Promotion mit der Disputation ab. Die Arbeit zum Thema "Die Anwendung nationalen Rechts im Investitionsschiedsverfahren" wurde mit summa cum laude bewertet und wird im renommierten Verlag Mohr Siebeck veröffentlicht werden. Nach der Disputation überraschten die Mitarbeiter des Instituts den neugebackenen Doktor mir einem eigens gefertigten Doktorhut - Herzlichen Glückwunsch "Dr Börnsen"!
Internationaler Gerichtshof in Den Haag feiert 70. Geburtstag
Am 18. April 1946 trat der Internationale Gerichtshof (IGH) in Den Haag das erste Mal zusammen. Dies nimmt der Gerichtshof zum Anlass vom 18.-20. April 2016 seinen 70. Geburtstag zu feiern. Am 18.-19. April veranstaltet der IGH ein Seminar zum Thema "The International Court of Justice at 70: in Retrospect and in Prospect", zu dem auch Professor Talmon neben zwei anderen Völkerrechtlern aus Deutschland eingeladen wurde. Am 20. April findet dann von 10:00 bis 11:00 Uhr eine offizielle Feierstunde in der "Great Hall of Justice" im Friedenspalast in Anwesenheit des UN-Generalsekretärs statt.

Bonn Team Wins Prize for Memorials at the German Jessup Competition
Nicolas Beckmann, Miriam Heipertz, Alexander Muth and Magdalena Schneider represented the University of Bonn at the German National Rounds of the 2016 Philip C. Jessup International Law Moot Court Competition hosted by LMU and the Bundeswehr University Munich from 24-28 February. Over twenty teams participated in the competition. The Bonn team took home the runner up prize for best memorials and finished sixth overall. This was the third year in a row that Bonn made it to the quarter finals by placing among the top eight teams in the preliminary rounds. Miriam Heipertz was also recognized for her individual 8th place finish out of more than 70 oralists. Holly Wesener coached the team with the help of students Laura Dietz and Kristin Trittermann, both members of Bonn's 2015 team.
The Jessup is the world’s largest moot court competition, with participants from over 550 law schools in more than 80 countries. The competition is a simulation of a fictional dispute between countries before the International Court of Justice. Bonn students receive the winter semester as a ‘free semester’ to prepare oral and written pleadings for both the applicant and respondent positions of the case. Applications for the 2016-2017 team are due by June 10.

Professor Talmon spricht bei der Stiftung Wissenschaft und Politik in Berlin
Am 24. Februar 2016 wird Professor Talmon bei der Stiftung Wissenschaft und Politik einen Vortrag zum Thema "Inseln als Konfliktherde: Die seerechtliche Lage im süd- und ostchinesischen Meer" halten.
Die Schwerpunkte des Vortrags sind:

IATA Legal Symposium, Barcelona, 17-19 February 2016
Professor Talmon will present a paper on "Attacks on International Civil Aviation before the International Criminal Court" at the 2016 Legal Symposium of the International Air Transport Association (IATA), the trade association representing the world's leading airlines which between them conduct some 80% of international air traffic. The Symposium takes place in Barcelona, on 17-19 February 2016.

The United Nations as Violator of International Law?
On 3 February 2016, the Institute was fortunate to welcome Dr Mateja Steinbrück Platise, Senior Research Fellow at the Max Planck Institute for Comparative Public Law and International Law, who delivered a talk on "The United Nations as Violator of International Law?". Dr Steibrück Platise addressd the capacity of international organizations to breach international law, the typology of possible human rights violations, the legal basis and scope of the United Nations' human rights obligations, the legal consequences of a breach and how the United Nations may be held to account for human rights violations.
The talk was followed by a lively Q & A session.

Sommerakademien des Europäischen Hochschulinstituts in Florenz
Die Akademie für Europäisches Recht am Europäischen Hochschulinstitut in Florenz veranstaltet auch in diesem Jahr wieder Sommerkurse zum Thema "Menschenrechte" und zum Thema "Europarecht". Der Menschenrechtskurs findet vom 20. Juni bis 1. Juli und der Europarechtskurs vom 4. bis 15. Juli 2016 statt.
Professor Talmon spricht beim Menschenrechtskurs zum Thema "How Human Rights Are Created".

Institute co-hosts ILA Study Group on United Nations Sanctions
The International Law Association (ILA) Study Group on United Nations Sanctions will be holding a preparatory seminar in Bonn, Germany, from 3 to 5 March 2016. It will be hosted by Prof. Erika de Wet as a joint venture between the Institute for Public International Law and the SARChI Professorship in International Constitutional Law, University of Pretoria.
The ILA Study Group on Sanctions and International Law was launched at Leiden University in June 2015. Composed of 25 members and representing 13 national branches, the study group presents a truly international coalition of sanctions experts from around the world.
The ILA Annual Meeting will take place in Johannesburg on 7-11 August 2016. In anticipation, a preparatory seminar of the Study Group will take place in Bonn to initiate the drafting of a first report that will identify the key themes and research questions for the group.

Professor Talmon hält Vorlesung auf Einladung der Vereinten Nationen
Professor Talmon wurde von den Vereinten Nationen eingeladen, eine Vorlesung für die United Nations Audiovisual Library of International Law zu halten. Die Vorlesung zu "Recognition of States and Governments in International Law" wird am 13. Januar 2016 in London aufgezeichnet werden.
